BHTV Corridor

Malaysia is famous for its Multimedia Superhighway Corridor (MSC). BHTV actually has also a corridor. Unlike the Malaysian’s MSC, our corridor already exists and grows naturally. Figure 3 shows the “BHTV corridor”. The scenario is as follows. Jakarta is and will be the center for business. The “Koridor JKT-CLG” (Jakarta – Cilegon) and “Koridor JKT-CKP” (Jakarta – Cikampek) are places where manufacturing plants are located. This is due to the fact that manufacturing sites require fast access to international ports (for transferring components and finished goods). Those two “koridor” already function as manufacturing sites. There is Krakatau Stell, a company that produces steel in Cilegon. In Cikampek, you will find companies such as Sony, Epson, Pirelli, and many more. Bandung is plotted to be the anchor where research and development (R&D) are carried out. Close to Padalarang actually there is a new city which is designed as an education-oriented city.



An investor would come to Indonesia through Jakarta. He can conduct his business matters in Jakarta. If he wants to see the manufacturing site, he could do so. If he wants to meet and have a discussion with the R&D persons/groups, he would go to Bandung. Everything, from Jakarta to Bandung should be within 3 hours range. That’s why Silicon Valley is so successful. Everything is within 2 or 3 hours away.


Success Criteria

With all of those advantages, why Bandung is still not known as a technology region? Jennifer Hillner, in her Wired magazine article, lists four success criteria:

1. The ability of area universities and research facilities to train skilled workers or develop new technologies

2. The presence of established companies and multinationals to provide expertise and
economic stability

3.The population's entrepreneurial drive to start new ventures

4.The availability of venture capital to ensure that the ideas make it to market

Bandung excells in the first point only. It is unfortunate that there are no multinational companies in Bandung. Thus, if Bandung wants to enter the game, she has to invite
multinational companies to have an office in Bandung. They could start by having a five- person research laboratory. Entrepreneurship was rare before the dotcom fever. Perhaps the dotcom fever is good for something after all. As for venture capital, there are institutionalized VCs. Unfortunately, they act as if they are banks. It is interesting that the list does not mention government explicitly.

R E S E N S I

M.A.R.S. berhasil membuat sebuah senjata biologis yang sangat berbahaya dan memberinya nama nanomites. James McCullen (Christopher Eccleston) lantas memerintahkan dua orang serdadu NATO, Duke (Channing Tatum) dan Ripcord (Marlon Wayans) untuk mengawal sebuah tas berisi nanomites ini agar tidak jatuh ke tangan orang-orang yang salah.

Sayang dalam perjalanan, Duke dan Ripcord disergap oleh sekawanan serdadu bayaran yang dipimpin oleh Baronness (Sienna Miller). Kalah dalam sisi jumlah dan persenjataan, Duke dan Ripcord hampir saja mengalami nasib tragis kalau saja General Hawk (Dennis Quaid) dan pasukannya datang menolong. Namun meskipun begitu, tas berisi nanomites tetap saja dapat direbut Baronness dan kawan-kawannya.

General Hawk lantas mengajak Duke dan Ripcord untuk bergabung dengan pasukan elit yang ia bentuk, tim tentara super yang ia sebut G.I. Joe. Merasa bertanggung jawab pada nanomites yang kini berada di tangan sekelompok teroris dan dendam atas kekalahan dari musuh lamanya, Baronness, Duke pun bersedia bergabung bersama G.I. Joe.

Kini, bersama dengan Scarlett (Rachel Nichols), Snake Eyes (Ray Park) dan tim G.I. Joe yang lain, Duke dan Ripcord harus bekerja keras memburu Baronness dan seluruh anggota organisasi Cobra yang bermaksud menggunakan nanomites ini untuk menguasai seluruh dunia dengan cara menebar penderitaan dan ketakutan.

Why Bandung?

Of all cities in Indonesia, why Bandung? In short Bandung has two major “gold mines”:
ƒ Science and technology: Companies, universities, government agencies
ƒ Human resources: universities and technical schools
I believe that these two are the main ingredients of knowledge-based economy.

Indonesia was a Dutch colony. During the Dutch occupation, Bandung was designed to host
many government supporting institutions, including research centers. [See Haryoto Kunto’s
book.] That is why many Government agencies (especially those who are related to
technology) have their main office (headquarters) in Bandung. Examples include:


ƒ PT Dirgantara Indonesia (formerly IPTN or Nurtanio). Aircraft industry.
ƒ PT Kereta Api Indonesia. The Indonesian train company
ƒ PT PINDAD. Weapons, ammunitions.
ƒ PT PLN. Indonesian Electricity company.
ƒ PT Pos. The Indonesian Postal.
ƒ PT Telkom. The Indonesian telecommunication company

Bandung is considered as a student-city in Indonesia. Another city that is similar to Bandung
is Jogjakarta. Many students come from various parts of Indonesia just to study in Bandung.
If you ask a bright high school student where he or she would like to study, chances are she or
he will pick Bandung. In other words, even without any publication Bandung already attracts
talented human resources. There are many universities in Bandung, such as:

ƒ Institut Teknologi Bandung (ITB)
ƒ Institut Teknologi Nasional (ITENAS)
ƒ Universitas Pajajaran (UNPAD)
ƒ Universitas Parahyangan (UNPAR)
ƒ Universitas Islam Bandung (UNISBA)
ƒ Universitas Pendidikan Indonesia (UPI, formerly known as IKIP)
ƒ STT Telkom
ƒ and many more …

Other educational (non-university) entities include:
ƒPoliteknik Ciwaruga
Sekolah Menengah Kejuruan (SMK), Vocational High Schools

Research centers in Bandung include:

Various research centers in universities. For example, I belong to a research center
on microelectronics in ITB. There are other research centers in our university such
as, centers for engineering.

RISTI: PT Telkom’s research center focusing on telecommunication area.
ƒ Other research centers such as MIDC, B4T
Technology companies in Bandung.

And many small hardware and software companies to numerous to mention.

The above lists show that Bandung is surrounded by talented people and technology. You
cannot find a comparable city, technology-wise, in Indonesia.









One of the thing that is still missing in Bandung is the interaction between technical people
(techie) and non-technical (business). It is believed that the interaction or intermingle of these
people that generates entrepreneurs. To quote from Robert Reich's “The Future of Success”:

Entrepreneurial regions of the country – places that spawn a
disproportionately large number of innovative business – typically have pools of
talented geeks and shrinks who constantly intermingle. Boston's high-tech
corridor has benefited from proximity to both the technological insights of MIT
and the marketing insights of Harvard Business School. Harvard's faculty is not
reputed for its technological prowess, nor is MIT's for its marketing acumen, yet
the students who emerge from both institutions and remain in the region
subsequently learn from one another, and this mutual learning has helped fuel
the regional boom.

Silicon Valley has similarly benefited from a concentration of geeks
(many of them graduates of Stanford University, in Palo Alto) and also of
venture capitalists with a keen sense of what it takes to make ideas commercially
successful. The Valley's entrepreneurial roots go back to the late 1930s, when
Fred Terman, an engineering professor at Stanford persuaded two of his
student, William Hewlett and David Packard, to form a company and got
Stanford to transform some of its peach groves into a high-tech industrial park.
But the eventual flowering depended on shrewd venture capitalists and markers
who turned this geek paradise into companies like Sun Microsystems, Cisco,
Silicon Graphics, and Yahoo.

Secara fisik BHTV meliputi poros Bandung – Padalarang – Purwakarta – Cikampek – Jakarta – dan Cilegon, yakni meliputi jaringan transportasi dan zoning kawasan industri. Itulah sebabnya dalam penetapan kebijakannya pada level Pemerintahan Pusat membutuhan semacam “political will” guna merealisasikan konsep BHTV dengan mantap, untuk selanjutnya ditindaklanjuti dengan koordinasi yang sinkron pada level Pemerintahan Daerah maupun inter-departemental.

Pada tahun 1995-an contoh keberhasilan pembangunan semacam “Silicon Valley ala Negara Dunia Ketiga” telah ditunjukkan dengan baik di Bangalore-India, Malaysia Multimedia Super Corridor-Kuala Lumpur ataupun Manila Gateway Park-Filipina. Untuk itu perlulah para pembuat keputusan di Pemerintahan maupun wakil rakyat yang duduk di Legislatif dapat mengkaji secara obyektif mengenai potensi dan urgensi BHTV dalam tempo yang sesingkat-singkatnya. Jangan sampai Indonesia terlambat melewatkan momentum peluang yang sesungguhnya sangat berarti bagi peningkatan ekonomi khususnya di kawasan Bandung Raya dan sekitarnya.

Di masa yang akan datang, mengendalikan pikiran orang lain bukanlah sesuatu yang sulit dilakukan. cinema3satu. Bahkan kemampuan mengendalikan pikiran ini bisa mendatangkan uang dalam jumlah besar. Mereka mengendalikan pikiran manusia untuk membuatnya menjadi karakter dalam game yang bisa dimainkan sesuka hati.

Ken Castle (Michael C. Hall), pengusaha kaya yang memiliki teknologi mengendalikan pikiran ini, memanfaatkannya untuk membuat game online dengan karakter yang sebenarnya adalah manusia. Game yang diberi nama Slayers ini mendatangkan banyak uang buat Castle namun menyengsarakan para 'budak' yang dijadikan karakter dalam game ini termasuk Kable (Gerard Butler).
